During this period, the federal government—through discriminatory mortgage programs, urban renewal, federal highway and infrastructure expenditures, tax incentives, the ‘‘War on Poverty,’’ and community development programs—played an important role in shaping the cities and surrounding suburbs. In the late 1960s and early 1970s, a brief and fragile partnership emerged between the federal government and African-American communities to rebuild urban neighborhoods. During this period, despite isolated white hopes for an urban resurgence, race as a negative theme came to unify various fragments of the discourse on cities.

Place-based roots include policy efforts, legislation, and litigation in urban, suburban, and rural contexts. Several of the chapters describe challenges facing this movement, which are philosophical and psychological as well as political.
